Private initiatives at the Storting

Abstract

The main method of passing legislation is in the form of bills introduced by the government. However, MPs may initiate bills privately and ultimately pass legislation. Citizens in general also have this right, but the parliament (the Storting) is not obliged to consider such proposals. Proposals initiated by the government are simply called 'bills', and proposals initiated by MPs are called 'private member's bills'. Both types are handled in the same way by being scrutinized by the relevant standing committee which then send them back with remarks to the Storting. The Storting then, of course, has the final saying. The Archive of Private Proposals contains information about:

Who initiated the bill
Short summary of the contents
Other MPs who signed the bill
When introduced to the Storting
When and by which committee it was handled
The bill's final destiny

Compared to other countries the Norwegian Storting is distinguished with few limitations to initiate private member’s bills. This gives a unique opportunity for democratic influence.
